Can a foreign pensioner obtain residence in Bulgaria?
A foreign national who has acquired a pension entitlement and has sufficient means of support may qualify for a Bulgarian residence permit. The pensioner ground is Article 24(1)(10) of the Foreigners in the Republic of Bulgaria Act. It refers to a pension entitlement under Bulgarian law, the law of the country of origin or another country.
For a qualifying third-country national, the usual sequence is a long-stay visa D, where required, followed by an application for an extended residence permit in Bulgaria. This annual residence route is distinct from permanent residence and EU long-term resident status. Buying property or registering a company is not required to establish the pensioner ground.
Who is this route for?
The relevant starting point is an established pension entitlement and adequate support, not simply reaching a particular age. An intention to retire in the future is different from an official pension award. Identify the pension scheme, the authority that granted the entitlement, the amounts paid and the documents available.
EU/EEA and Swiss citizens should assess their separate free-movement residence regime. A British citizen should also check whether the Withdrawal Agreement applies to their existing situation; someone newly relocating may instead need the ordinary third-country procedure. Nationality and current residence determine which rules and consulate must be considered.
Pension amount and sufficient means are separate questions
The Act requires both pension entitlement and sufficient means of support. It should not be reduced to a universal statement that every foreign pension must itself equal or exceed the Bulgarian minimum pension. Equally, proof of a small pension alone does not establish that the applicant can support themselves.
Prepare evidence of the pension and the overall funds available for the requested residence period. Where savings or other regular income are relied on, explain their source, availability and relationship to the pension payments. Obtain a case-specific assessment of whether that evidence meets the applicable maintenance requirement.
Illustration using the October 2026 benchmark: the ordinary Bulgarian minimum pension for insurance service and age is €347.51 per month from 1 July 2026. Twelve times that amount is €4,170.12. This illustrates a maintenance calculation; it is not a visa purchase price, a complete living budget or a guarantee that a particular bank balance will satisfy the authority. A period crossing a later change in the minimum requires a fresh check.
Why the Bulgarian bank account matters
The implementing rules require a document from a bank in Bulgaria confirming an account into which the relevant pension transfers will be received. Banking should therefore be planned before arranging the final application schedule.
Ask the bank what it needs to identify you, establish the source of funds and receive payments from the pension-paying country. Do not assume that opening an account and receiving a particular international transfer are the same question. Currency, the sending institution, correspondent arrangements and applicable restrictions can affect practical payment routes.
For renewal, retain a clear record of pension receipts and transfers. A bank certificate obtained once does not necessarily answer later questions about how the pension has actually been received. Resolve a transfer problem with the bank and pension authority and document the steps taken.
Documents for a pensioner residence application
| Document group | What it establishes |
|---|---|
| Passport and entry documents | Identity, travel-document validity, visa D where required and the relevant entry information. |
| Official pension document | That the competent authority has granted a pension entitlement. Current payment information helps explain the financial position. |
| Bulgarian bank document | The account into which pension transfers will be received. |
| Evidence of maintenance | Sufficient, available means for the requested period, with a coherent explanation of pension income and any additional resources. |
| Accommodation | Secured housing in Bulgaria, such as ownership or a suitable rental arrangement and any required owner declaration. |
| Medical insurance | Valid coverage in Bulgaria where the applicant is not covered under the applicable statutory system. |
| Criminal-record evidence | The required criminal-record document for an initial application. |
| Application and fee | The correct application form and evidence of payment where needed. |
Foreign documents must have the translation and authentication appropriate to their type and country of issue. Check an applicable treaty before assuming an apostille is necessary. The consulate's visa D checklist and the Migration authority's residence checklist should be coordinated; they concern related but separate applications.
Step-by-step process
- Check the basis and family plan. Confirm the pension entitlement, nationality, current residence and whether a spouse needs a separate route.
- Organise housing, banking and financial evidence. Check that the proposed documents tell a consistent story about the move and its funding.
- Prepare foreign documents. Time their issue, translation and authentication around the planned appointments.
- Apply for visa D where required. Confirm the competent Bulgarian consulate and attend the required personal interview. A legal representative does not replace that attendance.
- Apply to Migration after lawful entry. Observe the ordinary deadline of at least 14 days before expiry of the visa or authorised stay.
- Complete card formalities and plan renewal. Keep current evidence of housing, insurance, pension and funds.
The published ordinary residence review period is 14 days, with a possible extension for legal or factual complexity and further documents. Visa processing, appointments and card production must be added separately. A tourist entry should not be treated as an automatic substitute for the required visa D stage.
What does pensioner residence cost?
The Sofia Migration service lists €5.11 for the application, €102.26 for residence up to six months and €255.65 for residence up to one year on the pensioner ground. Check the tariff and any applicable exemption when filing.
Budget separately for visa D, the residence document, translations, authentication, insurance, bank charges, housing and legal assistance. Funds retained for maintenance are different from fees paid for the procedure. A useful quotation identifies what is included and which third-party costs remain variable.
Does a spouse also qualify automatically?
No. A spouse with their own pension entitlement may be assessed under the pensioner ground independently. Otherwise, family reunification may be relevant, with its own conditions and sequence. A couple should plan the evidence and maintenance position for both applicants rather than assuming one pension award covers both files.
Renewal, long-term plans and practical limits
The pensioner route generally provides residence for up to one year at a time, subject to the decision and documents. Renewal requires the conditions to remain satisfied. Changes in pension payments, accommodation, insurance or identity documents should be addressed before the permit expires.
The permit does not automatically grant Bulgarian citizenship, EU long-term residence or an unrestricted right to work in another Member State. If you plan to work in Bulgaria, check the applicable employment and residence rules before starting. For a longer-term move, review qualifying residence and absences under the EU long-term residence rules.
Tax residence and the treatment of a foreign pension are also separate from immigration status. The pension's nature and the applicable tax rules and treaty need individual assessment. Avoid assuming that every pension is taxed at the same rate or that obtaining a residence card settles the tax question.
What to send for an initial assessment
- Nationality and current country of lawful residence.
- Pension-awarding country, pension type and monthly amount.
- Available additional means and their source.
- Whether a Bulgarian bank account and practical payment route exist.
- Housing plans, intended moving date and any approaching visa deadline.
- Whether a spouse or other family members will relocate.
Start with a short description; arrange a secure way to provide identification and financial documents. If you are also buying a home, coordinate the residence plan with the property-purchase guide, while keeping the two legal procedures separate.
